Plan estratégico para la optimización y mejora del aprendizaje en el Instituto Tecnológico Superior de Apatzingán

Abstract

The National Educative Policy sets the referent framework for the design and operation of educational proposals in the basic educational levels and midsuperior and superior education. On one hand, in the basic level, the educative policy aims to cover the need in the kindergarten, elementary and secondary; in the midsuperior the training and grading of the students are searched in any occupation or technical career that eases their access to the workmarket in the shortest possible time. In the case of the superior education, on one hand, the National Educative Policy establishes as general parameters the relation of the professional preparation with the employment offer in the workmarket and on the other hand aims to the induction of the offer of the so called scientist careers, such us engineering and technology areas in which the enrolment has notably decreased in the last 20 years; mainly caused for the high desertion rate since the students doesn’t achieve the desired learning for passing the educational plans and programs, causing the excessive increase of academic failing. This new millennium, despite the social impact caused by its mythological projection in the collective conscience, is providing the rise of new and original ideas for the organization and operation of the superior education in its three substantive functions: the teaching, the research and the educational extension and the dissemination of the culture. However, that main problem doesn’t lie in the lack of ideas or strategies but in the willingness and capacity of the social performers of the educational institutions to change and adapt to the new times; even though this means the lost of part of their hegemony and a supposed prestige founded in the tradition

La Política Educativa Nacional establece el marco de referencia para el diseño y operación de propuestas educativas tanto en los niveles de educación básica y media superior como en el superior. Por una parte, en el nivel básico, la política educativa se orienta a la cobertura de la demanda de educación preescolar, primaria y secundaria; en educación media superior se pretende la capacitación y la calificación de los estudiantes en algún oficio o carrera técnica que faciliten su tránsito al mercado de trabajo en el menor tiempo posible. En el caso de la educación superior, la política educativa nacional establece como parámetros generales, por una parte, la correspondencia de la formación profesional con la oferta de empleo en el mercado de trabajo y por otra, se orienta a la inducción de la oferta de las denominadas carreras científicas, como las del área de ingeniería y tecnología; las cuales han disminuido su matrícula, de manera notable, en los últimos 20 años; ocasionado principalmente por el alto índice de deserción ya que el alumno no alcanza el aprendizaje necesario para la acreditación de los planes y programas educativos, ocasionando el excesivo incremento de reprobación académica. Este nuevo milenio, independientemente del impacto social generado por su proyección mitológica en la conciencia colectiva, está propiciando el surgimiento de nuevas y originales ideas para la organización y operación de la educación superior en sus tres funciones sustantivas: la docencia, la investigación y la extensión educativa y la difusión de la cultura. No obstante, el problema fundamental no reside en la carencia de ideas y de estrategias sino en la voluntad y la capacidad de los actores sociales de las instituciones educativas, para cambiar y para adecuarse a los nuevos tiempos.
