The social banking and the popular finances due the market they attend (a market for the lower classes), represent a huge market to growth potential, unavailable yet for the traditional banking. In this market, the traditional banking has no interest, because they are not reliable with their requirements. At the beginning of 2001, the new Law of Savings and Popular Loans, demand to all the Social Banking Institutions, to become one of two Corporations: either Savings and Loan Associations or Popular Finances Association. In this scheme the challenge is too grow and become sustainable. Their challenge is mainly to reach these two objectives: to increase their clients and to offer them new investment securities adhoc at their goal markets. This investigation makes a compilation of the place that the social banking has in the Mexican Financial System, its Law and regulations, and the national and international experiences in its development that exists of the social banking. It show also, the methodology that has followed International Firms as Grameen Bank in Bangladesh and the ICICI Bank in India, to be able to provide at poor people of the financial services as a Microcredits or group savings accounts. These Institutions have developed what they called: “Self-Help Groups”, and under this scheme, we present and offer that the social banking Institutions (Co-ops and Financial Associations) can offer at the poor people market, financial services in order to get a bigger market and be economic and social sustainable. Therefore, the social banking through the economics of scale can enlarge their goal market and get more competitive goals in accordance of what the Mexican Financial System expects.
La Banca social y las finanzas populares por el mercado al que atienden, representan un gran potencial de crecimiento hacia el cual la banca tradicional no ha podido acceder, por ser un mercado que no cumple con sus requerimientos. A partir de la legislación en materia de banca social1, esta banca deberá de transformarse en dos instituciones financieras principalmente: Sociedades Cooperativas de Ahorro y Préstamo y Sociedades Financieras Populares. Bajo este esquema, el reto que enfrentan estas Instituciones, será el de poder crecer para satisfacer las necesidades de este sector popular y lograr una sustentabilidad económica y social. El reto que enfrentan puede resumirse principalmente en dos objetivos: Incrementar su nicho de mercado y ofrecer instrumentos de ahorro y financiamiento adecuados a su mercado meta. El presente trabajo, hace un recuento del lugar que ocupa la banca social dentro del sistema financiero mexicano, como se regula y las experiencias nacionales y extranjeras en materia del desarrollo de la banca social que existen. Muestra además la metodología que ha seguido Instituciones Internacionales como el Grameen Bank y el ICIC Bank, para acceder a la provisión de servicios financieros a los mercados tradicionalmente excluidos por la banca tradicional, el mercado de los pobres, y a los que por sus características y volumen, la banca de desarrollo no alcanza a satisfacer. Estas Instituciones han desarrollado lo que ellos llaman Grupos Solidarios de Autoayuda, bajo este esquema, se presenta una propuesta para que la banca social (representada por Cooperativas de Ahorro y Préstamo y Sociedades Financieras) pueda ofrecer servicios financieros a los pobres en el sector urbano, suburbano y rural en condiciones de justicia social y rentabilidad sustentable para la Institución.
