This investigation work is the product of the study of the implications inside the International Fiscal Right of a matter that is based, on all the things, in the necessity that we have us the countries of Latin America, of looking for a true and solid economic integration and making emphasis in such an important aspect as it is it the International, and even more Trade being such an important topic as the search of the elimination of the DOUBLE INTERNATIONAL TRIBUTE, inside the tributary systems of our States. It is for it that seeing the importance of this topic, it is my purpose, to not approach the same one without before, to express that the matter here treated it constitutes a true challenge for the governments of our countries that look for by means of the diverse ones political tributary to motivate the trade and the foreign investment inside their frontiers. Also like it is well known, the crisis of the debt gave place to deep changes in the strategy of development of the countries that you/they celebrate this Treaties, like it is the case of ours with United States of North America and Canada. As it was being of manifesto that the process of changes was not a transitory event but rather of a permanent change in the macroeconomic environment, the initial measures became programs of structural adjustment guided to promote the compatible economic reformations with the new scenario quickly.
Este trabajo de investigación es el producto del estudio de las implicaciones dentro del Derecho Fiscal Internacional de una materia que se basa, sobre todas las cosas, en la necesidad que tenemos nosotros los países de América Latina, de buscar una verdadera y sólida integración económica y haciendo énfasis en una aspecto tan importante como lo es el Comercio Internacional, y aún más tratándose de un tema tan importante como la búsqueda de la eliminación de la DOBLE TRIBUTACIÓN INTERNACIONAL, dentro de los sistemas tributarios de nuestros Estados. Es por ello, que viendo la importancia de este tema, es finalidad mía, abordar el mismo no sin antes, expresar que la materia aquí tratada constituye un verdadero reto para los gobiernos de nuestros países, que buscan mediante las diversas políticas tributarias incentivar el comercio y la inversión extranjera dentro de sus fronteras. Además como es bien sabido, la crisis de la deuda dio lugar a profundos cambios en la estrategia de desarrollo de los países que celebran dichos Tratados, como es el caso del nuestro con Estados Unidos de Norteamérica y Canadá. A medida que fue quedando de manifiesto que el proceso de cambios no se trataba de un evento transitorio sino más bien de un cambio permanente en el entorno macroeconómico, las medidas iniciales se transformaron rápidamente en programas de ajuste estructural orientados a promover las reformas económicas compatibles con el nuevo escenario.
