Administrative justice in Mexico has evolved very slowly compared to other countries, however, in recent years there have been major reforms that allow us to hope to achieve every day a state of law with more justice. With the declaration of human rights on August 12, 1789 in France, the citizen puts an end to the arbitrariness of the absolutist state and indicates its status not only to be bound to the state, but also of being the privileged rights government itself must respect and even protect. The birth of the "rule of law" where state power is divided for its exercise functions: legislative, executive and judicial; by powers: legislative, executive and judicial, respectively; the consequence is that the members of State bodies performing functions pursuant to its powers, to be governed by law and regulated by law. The rule of law more just and equitable is the ideal of every citizen in a democratic country like ours, but every day we citizens and government, to evolve and improve everything from vice, system or whim, is become injustice or illegality. The Mexican State to achieve their purposes must cleave financial resources, the chief of these comes from the contributions made by the governed and regulated entities in a tax legal relationship with the State.
La justicia administrativa en México ha venido evolucionando muy lentamente en comparación con otros países, sin embargo, en los últimos años se han tenido reformas importantes que nos permiten tener la esperanza de lograr cada día un estado de derecho con más justicia. Con la declaración de los derechos del hombre el 12 de agosto de 1789 en Francia, el ciudadano pone un alto a la arbitrariedad del Estado absolutista y señala su condición no solo de ser obligado ante el Estado, sino también de ser privilegiado con derechos que el propio gobierno debe respetar e incluso tutelar. El nacimiento del "Estado de derecho", donde el poder del Estado se divide para su ejercicio en las funciones: legislativa, ejecutiva y judicial; a cargo de los poderes: legislativo, ejecutivo y judicial, respectivamente; trae como consecuencia que los órganos integrantes del Estado realicen funciones en cumplimiento de sus atribuciones, estando reguladas por la ley y normadas por el derecho. Un Estado de derecho más justo y equitativo es el ideal de todo ciudadano en un país democrático como el nuestro, sin embargo día a día tenemos los ciudadanos y gobierno, que ir evolucionando y mejorando todo aquello que por vicio, sistema o simple capricho, se convierta en injusticia o ilegalidad. El Estado Mexicano para realizar sus fines tiene que allegarse recursos financieros, el principal de estos proviene de las contribuciones que realizan los gobernados como sujetos obligados en una relación jurídico tributaria con el propio Estado.
