Perspectiva y propuesta de mejora del Fondo de Infraestructura Social Municipal (FISM) ramo 33 para los municipios del Estado de Michoacán de Ocampo

Abstract

The state and municipal governments have seen fortified their income take to the federal transferences, those that have been increased 62% in real terms between the 2000 year and 2008 year, is that is for that basis of the observations on the part of the Superior Audit we posed the problem about how they must be distributed to the bottoms of 33 branch bottom III in attachment to the effective standardization. In 1992 the Secretariat of Desarrollo Social was created (SEDESOL) in order to orchestrate the social policy of the Federal Government and tie in operations that was agreed with the state and local governments to surpass the conditions of marginalization and poverty in the different regions for the country, these actions were realized with budgeted resources in Branch 26, Solidarity and Regional Development. The 18 of May of 1992 the National Agreement for the Modernization of the Basic Education was signed, between the Federal Executive, the state governments and the National Union of Workers of the Education, that origin, in the creation of Branch 25, denominated Contributions for Basic Education in the States in the Budget of Debits of the Federation for exercise 1993, in order to equip to the Federal Organizations of the resources required in the process of decentralization of the educative sector. The actions undertaken in the matter of decentralization in the sector of health consolidate the of January 27 of 1995, by means of the publication of the presidential decree that established the integration and objectives of the National Council of Health like instance of coordination for the programming, budgetisation and evaluation of the public health.

Los gobiernos estatales y municipales han visto fortalecidos sus ingresos gracias a las transferencias federales, las que se han incrementado 62% en términos reales entre el año 2000 y el año 2008, es por esto que en base a las observaciones por parte de la Auditoria Superior planteamos el problema acerca de cómo deben ser distribuidos los fondos del ramo 33 fondo III en apego a la normatividad vigente. En 1992 se creó la Secretaría de Desarrollo Social (SEDESOL) con la finalidad de instrumentar la política social del Gobierno Federal y de coordinar las acciones que se convinieran con los gobiernos estatales y locales para superar las condiciones de marginación y pobreza en las diferentes regiones del país, estas acciones se realizaban con recursos presupuestados en el Ramo 26, Solidaridad y Desarrollo Regional. El 18 de mayo de 1992 se firmó el Acuerdo Nacional para la Modernización de la Educación Básica, entre el Ejecutivo Federal, los gobiernos estatales y el Sindicato Nacional de Trabajadores de la Educación, que derivó , en la creación del Ramo 25, denominado Aportaciones para Educación Básica en los Estados en el Presupuesto de Egresos de la Federación para el ejercicio 1993, con la finalidad de dotar a las Entidades Federativas de los recursos requeridos en el proceso de descentralización del sector educativo. Las acciones emprendidas en materia de descentralización del sector salud se consolidan el 27 de enero de 1995, mediante la publicación del decreto presidencial que estableció la integración y objetivos del Consejo Nacional de Salud como instancia de coordinación para la programación, presupuestación y evaluación de la salud pública.
