All human beings need information to carry out certain actions or to acquire knowledge, the right to access information allows them to have the freedom to express themselves as well as to inform and to be able to participate in decisions taken in conjunction with the government. The general problem of this research is the existence of little communication between citizens and the government due to the fact that they have not developed their information capacities so that citizens learn to search for information and exercise their right to information so that they participate in the decisions of the government. government. The public library is an essential space for open government because they are fundamental institutions for democracy, it is a useful institution and is responsible for providing relevant information for the citizen to exercise the right to democratic participation. The general objective of this research is to develop a proposal to promote the services of the Public Library of the Michoacana University of San Nicolás de Hidalgo (UMSNH) to develop information skills in users so that they take an active role in open government decisions.
Todos los seres humanos necesitan información para realizar ciertas acciones o para adquirir conocimiento, el derecho que se tiene de poder acceder a la información permite tener la libertad de expresarse además de informar y poder participar en decisiones tomadas en conjunto con el gobierno. El problema general de esta investigación es la existencia de la poca comunicación entre la ciudadanía y el gobierno debido a que no han desarrollado sus capacidades informativas para que el ciudadano aprenda a buscar información y ejerza su derecho a la información para que participe en las decisiones del gobierno. La biblioteca pública es un espacio esencial para el gobierno abierto porque son instituciones fundamentales para la democracia, es una institución útil y se encarga de facilitar la información relevante para que el ciudadano ejerza el derecho a la participación democrática. El objetivo general de esta investigación es elaborar una propuesta para impulsar los servicios de la Biblioteca Pública de la Universidad Michoacana de San Nicolás de Hidalgo (UMSNH) para desarrollar competencias informativas en los usuarios para que tomen un papel activo en las decisiones del gobierno abierto.
