This investigation was made in Morelia, the target is study the administration public municipal’s work during 2012-2015, about the implementation of the “Agenda 21 Local”. The above, to identify the principal impediment for this strategic plan to transit towards sustainable development, serve as average effective for guaranty the human right to a healthy environment, because, at the present, the administration is continuing authorizing works and actions that generate big damage to the environment. Methodologically, the work was made since quantitative and qualitative focus, to know and describe the phenomenon in question, using statistics to probe the hypothesis. The research was documentary and field, so, the techniques used was documentaries’ analysis and systematization, the interviews application and the observation, using the inductive, deductive and abductive methods. In this manner, it could determine that the principal reasons of the environmental deterioration is the change of zoning, tendency promoted for the administration to satisfy interest of groups economically powerful, regardless the unjustified environment damage and transgressing the established in different legal precepts. This has prevented one effective implementation of the “Agenda 21 Local”, so that the administration doesn’t do their function to work for guarantee the common good and less the human right to a healthy environment. At the end of this research, are proposed, among others things, update the “Agenda 21 Local” and work on its implementation, motivate the citizens’ participation, the environment education, the use of ground in base of his vocation, the waste separation, increased the green zones, and use the technological advances as ways to solve the problem in question.
La presente investigación se realizó en el municipio de Morelia para conocer el trabajo realizado por la administración pública municipal 2012- 2015, sobre la implementación de la Agenda 21 Local. Lo anterior, a fin de identificar el principal obstáculo que ha impedido que este plan estratégico para transitar hacia el desarrollo sustentable, sirva como medio efectivo para garantizar el derecho humano a un ambiente sano, ya que en la actualidad la administración sigue autorizando obras y acciones que generan graves repercusiones al ambiente. Metodológicamente, el trabajo se aborda desde un enfoque cuantitativo y cualitativo, para conocer y describir el fenómeno en cuestión, utilizando estadísticas para probar la hipótesis. La investigación fue documental y de campo, por lo que las técnicas utilizadas fueron el análisis y sistematización de documentos, la realización de entrevistas y la observación propia, utilizando como métodos el inductivo, el deductivo y el abductivo. De esta forma, se pudo determinar que entre los principales motivos del deterioro ambiental está el cambio de uso de suelo, tendencia que ha sido impulsada por la propia administración para satisfacer intereses de los grupos económicamente poderosos a costa del deterioro ambiental de forma injustificada y transgrediendo lo establecido en diferentes preceptos legales. Esto ha impedido una implementación efectiva de la Agenda 21 Local, de modo que la administración no cumple con su función de trabajar para garantizar el bien común y mucho menos el derecho humano a un ambiente sano. Por lo que al final de este trabajo, se proponen entre otras cosas, actualizar la Agenda 21 Local y trabajar en su implementación, impulsar la participación ciudadana, la educación ambiental, el uso del suelo en base a su vocación, la separación de residuos, incrementar las áreas verdes, y utilizar los avances tecnológicos como medios para solucionar el problema en cuestión.
