The right to communication is a sign of contradiction. For some it is a fundamental human right, articulating democratic and indispensable for the exercise of other human rights dialogue but still has not been internationally recognized but for others, this is just a general term, a conceptual umbrella or a synonymous with the right to information and not a human right with its own specific purpose. What is really the right to communicate and how it relates to freedom of expression and the right to information? Answering these questions are the focus of this research through the conceptual approach of dialogic communication.
El derecho a la comunicación es signo de contradicción. Para algunos es un derecho humano fundamental, articulador del diálogo democrático e indispensable para el ejercicio de otros derechos humanos aunque aún no ha sido reconocido internacionalmente sin embargo, para otros, se trata tan solo de un término general, de un paraguas conceptual o de un sinónimo del derecho a la información y no de un derecho humano con un objeto específico propio. ¿Qué es realmente el derecho a la comunicación y qué relación guarda con la libertad de expresión y con el derecho a la información?. Dar respuesta a estas preguntas son el objetivo de el presente trabajo de investigación a través del abordaje conceptual de la comunicación dialógica.
