Abstract

It is vital for the success of a construction work to establish controls that ensure both the contractor and the client that the work will be executed in Cost, Time and the Quality described in the contract and its annexes (Budget, Programs, Projects and Specifications.) Within these controls there is an indispensable element called Electronic Blog of Public Works, which is the most important tool in computer technical terms to control the execution of public works, is the official and legal mid of communication between the responsible parts for the supervision and the construction of the work, this communication occurs through both sides to determine whether if these are preventive, corrective, instructional or properly founded reply actions. It is responsibility of the supervisor to use the blog in order to organize the work, regulate its development and take control over it, through the proper use of the authority that is vested in relation to the construction superintendent, in charge of executing physical work, that will reflect the good or bad performance of the supervisor. Instead the superintendent will use it to get the necessary elements to do their jobs, to indicate disagreements of orders received and may also set a record of important situations during the development of the construction work. Therefore, the proper use and development of technology allows the users to add, share, and obtain accurate and timely information in real time of what happens at the site of the work, and ensure the incorruptibility of the information registered, this in order to obtain optimal results in the construction of the work, avoiding promoting acts by the Secretary of Public Function (SPF).

Es de vital importancia para los buenos resultados de una obra establecer controles que permitan asegurar tanto al Contratista como al cliente que dicha obra se ejecutará en el Costo, el Tiempo y la Calidad descrita en el Contrato y sus anexos (Presupuesto, Programas, Proyectos y Especificaciones). Dentro de estos controles, destaca por su importancia, un elemento indispensable llamado Bitácora Electrónica de Obra Pública (BEOP), que es el instrumento técnico-informático más importante en lo que se refiere para el control de la ejecución de la obra pública, es el medio oficial y legal de comunicación entre las partes responsables de la supervisión y construcción de la obra, esta comunicación se da mediante el asiento por ambas partes de las diferentes notas, sean estas para determinar medidas preventivas, correctivas, informativas de instrucción o réplica debidamente fundada. Es responsabilidad del residente de obra, valerse de la bitácora para ordenar la obra, regular su desarrollo y ejercer el control de la misma, mediante el uso adecuado de la autoridad que se le confiere en su relación con el superintendente de construcción encargado de ejecutar físicamente los trabajos, en ella se reflejará la buena o mala actuación del supervisor. En cambio el superintendente de obra la utilizará para solicitar elementos indispensables para realizar su trabajo, para señalar inconformidades de las órdenes recibidas, así también podrá asentar constancia de situaciones importantes durante el desarrollo de la obras. Por esto, el correcto uso y aprovechamiento de la tecnología permite a los usuarios finales agregar, compartir y obteniendo información veraz y oportuna en tiempo real de lo que sucede en el sitio de la obra, además de garantizar la inalterabilidad de la información que en él se registre, esto con el objetivo de obtener resultados óptimos en la construcción de la obra.
