Pertinencia de crear la Comisión Nacional de Protección a Periodistas en México y elevar ese órgano a rango constitucional

Abstract

Journalism in Mexico is a high risk profession, the mechanisms to protect journalists have become ineffective, and the crimes are on the rise, to the confusion of the organizations that protect the freedom of expression. There are no public policies directed to protect a guild, that every time is more exposed to attacks from organized crime, but also exposed to attacks from institutions of State, each time is more difficult to guarantee the right to information. It’s necessary for the informers to be recognized at a constitutional level, just like preponderant agents in the right of information, and qualified subjects of the right to information. To exercise optimally the right to receive, investigate and spread information through any media or way of expression, it’s necessary to create the National Commission for the Protection of the Journalist, under the legal terms of article 6 of the Constitution.

El periodismo es en México una profesión de alto riesgo, los mecanismos de protección a periodistas han resultado ineficaces y los crímenes van en aumento, ante el desconcierto de las organizaciones defensoras de la libertad de expresión. No existen políticas públicas encaminadas a proteger a un gremio que cada vez está más expuesto a las agresiones del crimen organizado, pero también a las agresiones de las instituciones del Estado, que cada vez está más lejos de garantizar el derecho a la información. Es necesario que los informadores sean reconocidos a rango constitucional, como agentes preponderantes en el derecho de la información y sujeto cualificado del derecho de la información. Para ejercer de manera óptima el derecho a recibir, investigar y difundir información por cualquier medio de expresión, es necesario crear la Comisión Nacional de Protección la Periodista, en el marco de artículo 6º constitucional.
