In México, every Investment Program and Project (PPI) that wants to undertake with federal resource, by the agencies and entities of the Federal Public Administration (DEAPF), should have a number of register of the Ministry of Finance and Public Credit (SHCP). In this research work, it shows the procedure for effecting the number of register, settled down on the Section II of Article 34 of the Budget and Fiscal Responsibility Federal Law, this procedure, is directed for the programming of resources intended for Investment Program and Project. The present manual details the different types of Investment Programs and Projects that can be identified, according to the classification of the Ministry of Finance, and also realizes of the contents of the various types of studies and Cost - Benefit Analysis that must accompany the presentation of the different Investment Programs and Projects when your registration is sought. This work has for its object provide the agencies at the municipal, state and federal level, legislators and the public in general, the registration procedure in the Ministry of Finance and content of applications that should be sent.
En México, todo Programa o Proyecto de Inversión (PPI) que se desee emprender con recurso federal, por parte de las Dependencias o Entidades de la Administración Pública Federal (DEAPF), debe contar con un número de registro en la Cartera de Inversiones de la Secretaría de Hacienda y Crédito Público (SHCP). En este trabajo de investigación, se presenta el procedimiento para efectuar dicho registro, establecido en el artículo 34, fracción II de la LFPRH; dicho procedimiento, está dirigido para obtener la programación de recursos destinados a Programas y Proyectos de Inversión (PPI). El presente manual detalla los diferentes tipos de proyectos y programas de inversión que se pueden identificar, conforme a la propia clasificación de la Secretaría, y además da cuenta de los contenidos de los diferentes tipos de estudios y Análisis Costo – Beneficio que debe acompañar a la presentación de los diferentes PPI, cuando se solicita su registro. Este trabajo tiene como objeto facilitar a las dependencias y entidades a nivel municipal, estatal y federal, a los legisladores y al público en general, el procedimiento de registro en la de Cartera de Inversiones de la SHCP.
