The thesis discusses the Santiago Maravatio´s Municipal Presidence which is a deteriorated and insufficient building for administrative activities, it is necessary to propose and implement a new City Hall to give more comfort to the workers and constantly administrative activities users. The problem shows both internal space and exterior issues in the current municipal presidence building, as being centralized, it causes too much traffic chaos and noise pollution, thanks to this new project that pretends decentralize the administrative offices off the current municipal presidence building, the Santiago Maravatio´s First Historical Square Sector urban image will be cleared. This project is an adaptated building, since it´s architectural concept to the architectural project, to the irregular and trapezoidal shape of the chosen field, achieving internal and external functionality, structurals, interior and exterior flowing of people, aesthetics and comfort goals. The architectural tendency was based in a modernist concept "Form follows function" this new project results from the application of this philosophy to the design, it pretends to create a clean architecture with contrasts in natural materials and whit it, a new vision of Santiago Maravatio´s Municipality was created. It is a building designed with grids and structural framing, which allow internal environment´s adaptability and fluidity, to prevent possible future changes in administrative departments and let us to create a new environment that suits the need of each administration without weakening the structure, creating a functional building in both short and long term.
La tesis trata sobre la presidencia Municipal de Santiago Maravatío que al ser un edificio con deterioro e insuficiente para las actividades administrativas que ahí se realizan, es necesario proponer y realizar un nuevo palacio municipal para dar un mayor confort a las personas que ahí trabajan y a los usuarios que constantemente realizan alguna actividad administrativa. El problema surge por cuestiones de espacio y una problemática en el exterior de la actual presidencia municipal, ya que al estar centralizada provoca demasiado caos vial y ruido, es gracias a este nuevo proyecto que se pretende descentralizar las oficinas administrativas de la actual presidencia municipal, dejando libre el primer cuadro histórico del Municipio de Santiago Maravatío. El presente proyecto es un edificio que se adaptó desde su conceptualización hasta el proyecto arquitectónico a la forma trapezoidal e irregular que tiene el terreno elegido, logrando objetivos de mejoramiento de funcionamiento, estructural, flujos interiores y exteriores de las personas, confort y estética. La postura arquitectónica en la que se basa es un concepto modernista: “La forma sigue a la función”; en base a esto se creó un nuevo proyecto, el cual pretende generar una arquitectura limpia con contrastes en materiales naturales y a través de la cual se genera una visión nueva del Municipio de Santiago Maravatío. Es un edificio que se diseña con retículas y marcos estructurales, los cuales nos permiten una adaptabilidad y fluidez del entorno interno con lo cual algún cambio administrativo y de organigrama nos permite crear un nuevo entorno que se adapte a la necesidad de cada administración, sin debilitar la estructura, creando un edificio funcional a corto y largo plazo.
